Valitaan silloin, kun palvelua tuottaa vastuuorganisaation puolesta jokin muu organisaatio, mutta kyseessä ei ole tilanne, jossa organisaation ostaa palvelua toiselta. Sen sijaan tuottaminen perustuu johonkin muuhun sopimukseen. Esimerkiksi palvelusta vastaava organisaatio voi antaa asiakkaalle palvelusetelin ja asiakas hankkii palvelun haluamaltaan palveluntarjoajalta.
Väljs när tjänsten produceras av någon annan organisation för den ansvariga organisationens räkning, men det inte är fråga om en situation där organisationen köper tjänsten av någon annan. Däremot grundar sig produktionen på ett annat avtal. Till exempel kan den organisation som ansvarar för tjänsten ge kunden en servicesedel och kunden skaffar tjänsten av en önskad tjänsteleverantör.
This is selected when the service is produced by another organisation on behalf of the responsible organisation but the organisation providing the service is not purchasing the service from the other organisation. Instead, the production of the service is based on a different agreement. For example, the organisation responsible for the service may provide the client with a service voucher, and the client then purchases the service from a service provider of its choice.
